Creating a police force is a necessary way to stabilize an area after conflict. The EU can play a role, but it needs to act to do so.

Cancellation of cooperation would cut off the PA from the Israeli financial system. With almost complete dependency on the Israeli shekel, it would make it virtually impossible for the PA to operate.
