Finn Joughin was detained Saturday after an encounter involving a child in Umm al-Kheir. Police said late Saturday that he was being held “on suspicion of performing an indecent act against a minor.”

The two bills are yet to be signed into law, as they await Governor Gavin Newsom's signature. If confirmed, the legislation will take effect on January 1, 2027.

The suspect was indicted on August 24, and the Northern District State Attorney's Office requested to keep him in custody until the end of legal proceedings.
