In anticipation of the United Nations General Assembly on Sunday, Palestinian Media Watch (PMW) published its official roadmap for Palestinian Authority Reform, calling for the UN to halt recognition of Palestine before complete reform is made to the PA/Fatah, or “the rule of one terror organization will just be replaced by the rule of another.”   

The Roadmap includes “10 essential and quantifiable steps” for the detoxification of Palestinian beliefs rooted in hate and terror. The report is separated into two parts, with part one focusing on deconstructing the idea that “Killing Jews and Israelis is virtuous, legal, and Allah’s will,” and part two dismantling the concept that the “PA celebrates terror.”

Part I: Killing Jews and Israelis is virtuous, legal, and Allah’s will

Part one of the report documents the PA’s “lethal antisemitism, which indoctrinates that it is virtuous to hate, fight, and kill jews for the benefit of all humanity.” Stressing the administration's role in the dissemination of the idea that “Jews by their behavior have lost the right to exist,” PMW highlights that PA religious officials have broadcast 7 times in the past year: “Allah… kill them one by one. Don’t leave even one.”

According to the report, PA antisemitism is the foundation for the PA’s anti-Zionism, as Mahmoud Abbas, head of the PA, said Israel exists because “Western countries want to get rid of the Jews.” It continues to demonstrate that PA TV explains the creation of Israel by the West to be “rid of the Jews, who they view as human waste.”

Within each point, PMW suggests changes that should be made to the administration and Palestinian society at large. For the sake of brevity, The Jerusalem Post elaborates on the suggested reforms in a separate bullet point at the end of Section I of the article.

1. PA Antisemitism: Jews are the enemies of humanity and Allah; Jews have lost the right to exist - they will be exterminated

Within this point, PMW references antisemitic texts such as The Protocols of the Elders of Zion, which are presented as factual, while the Torah and Talmud are said to “mandate hate and murder.”  They continue by referencing Mahmoud Abbas’ explanation, on live television, of the Holocaust as Hitler acting in self-defense against the jews because he thought they were ruining Germany.

The point finishes with this statistic: In January 2024, an Anti-Defamation League (ADL) poll found that “94% of Palestinians agree that ‘people hate Jews because of the way Jews behave.”’

2. PA anti-Zionism: Israel, a foreign colonial body with no right to exist, will be destroyed

The report discusses the disturbing attitude towards Zionism within the PA, noting their belief that Jewish people have no history in the land of Israel and only became interested in it after Western input.

Presenting Israel as a foreign colonial body, the PA pushes the idea that Palestinians have a nationalist right to deny Israel's right to exist and, even more so, a religious obligation, as Muslims, to remove Jews from their holy land.

3. PA claims the UN/international law grants it the right to kill Israelis for political gain 

PMW argues that by glorifying, funding, and supporting politically motivated murder of civilians, the PA fits the US definition of a terror organisation, delegitimising them as a player in any effort for peace.

The report suggests that the PA not only supports and funds terrorism but also believes that the UN sanctions Palestinian terrorism.

PMW suggests that the PA claims every murder, suicide bombing, shooting, and stabbing is a valid form of resistance against the “artificial” occupying state of Israel. According to US law, terrorism is defined as “premeditated, politically motivated violence perpetrated against noncombatant targets.”

4. PA education – Teaching Terror to Tots

The report stresses the immense role PA education plays in the propagation of violent antisemitism, saying “PA education is intended to raise children to hate Israelis and Jews and support terror.”

It cites Abbas’ Fatah Party’s educational magazine for children, Waed, and Maher al-Hashlamoun’s terror attack as examples of this detrimental education. Some quotes from Waed included in the report are:

-“The liberation of Palestine will only be achieved through armed struggle.”

- “The Zionist invaders will go to the garbage can of history.”

- “Read history well: There is no Israel”

When terrorist Maher al-Hashlamoun rammed his car into 26-year-old Israeli Dalia Lemkus in late 2014 and stabbed her repeatedly while she died, Fatah called him a “heroic fighter… the best example is prisoner Maher al-Hashlamoun, who has the most beautiful smile and carried out a heroic car ramming operation.”

5. Official PA media incessantly demonize Jews/Israelis, promote hate and terror

This point within the report addresses the PA's use of media to consistently promote hatred and terror. It stresses the use of official media sources to glorify terrorists such as Abu Jihad, who planned attacks that murdered 125 Israelis, and to promote childhood martyrdom as the highest honor one can achieve.

The report notes the disturbing demonization of Jews, detailing how the PA accuses Jewish presence on Temple Mount of defiling Al-Aqsa Mosque, and emphasising how the PA memorializes terror attacks against Jews and Israelis each year.

Reforms in Part I

The report argues that to reform the PA, there needs to be a total overhaul of the media that is used to promote violence, hatred, and terror.

It suggests the PA must criminalize dehumanization, hate education, and terror programming, charge religious and political leaders if they break these laws, and make clear to the general public that this is why they were arrested.

Part II: PA Celebrates Terror

Part II of the report claims that the PA’s responses to the killing of Jews and Israelis have set a precedent that normalizes and encourages violence and terror. This response is made up of defending, glorifying, and rewarding the murder of Jews and Israelis. PMW highlights that while Part I explains the ideological reasons behind fighting and killing Jews and Israelis, Part II illuminates the “social status motivation for terror.”

These PA ideologies are suggested to have created the “textbook terror society” that idolizes murders and takes pride in Oct. 7.

PMW finished by saying that without “total reform in each of these categories, the PA will remain a terror entity, and its population will remain supporters of Hamas and its ideology.”

Like Part I, PMW suggests reform within each point, but the Post discusses the suggested reforms at the end of the section.

6. PA exalts all dead terrorists as “Martyrs” – “Allah’s chosen” 

The report describes how every single Palestinian who has murdered Israelis or Jews in an act of terrorism and died as a result is considered a martyr by the PA.

This, combined with the PA’s doctrine teaching that martyrdom is the highest level a Muslim can achieve, as it means you were chosen by Allah to die for Him, creates an environment wherein terrorism is not just for the nation but for God.

7. PA celebrates its Security Forces’ leading role in terrorism

PMW asserts that the members of the Palestinian Authority Security Forces (PASF) have not only failed in their task of fighting terrorism, but also play an active role in maintaining it.

Senior officers in PASF simultaneously hold senior positions in the Al-Aqsa Martyrs’ Brigades, Fatah’s terror wing. Additionally, when these terrorists are killed, they're honored by the PA with military funerals, and those released from prison are welcomed back to PASF as heroes.

8. PA turns mass murderers into role models by naming schools, summer camps, and children’s activities after terrorists 

The report presents the naming of countless locations for children after mass murderers, a sickening glorification of terrorism.

It details 31 Palestinian schools named after terrorists, as well as countless plaques, memorials, and monuments dedicated to terrorists who massacred hundreds of Israelis. Through this, they turn violent terrorists into role models for young children, painting them as something to aspire towards.

9. PA celebrates terror, including the October 7 atrocities 

Included below is one of the various declarations included in the report that detail the statements read by children at PA schools after October 7.

PMW continues to describe that the PA has never condemned the Oct. 7 atrocities, which included torture, rape, burning families alive, sexual molestation, taking hostages, and murder. In fact, it celebrated it until world leaders called for PA condemnation, and PA leaders switched to calling the atrocities an act of “self-defense.”

10. PA financially rewards terrorists because “they are more precious than all of us!” [Mahmoud Abbas]

The PA pays terrorists and their families monthly, amounting to $350 million per year. They have incorporated at least 7500 released terrorists into their administration and security forces, rewarding them for mass murder.

PMW noted Abbas’s statement in January that terrorists and prisoners are “more precious than all of us”. They describe the payment to these terrorists and how it legitimizes the mass murder of Israelis.

Reforms in Part II

The report suggests that, on top of the reforms presented in part I, the PA must end the policy of extolling terrorists through language and monetary rewards.

It argues that the PASF must be purged of terrorists, that places should no longer be named after them, and anyone who continues to glorify October 7th or any other terror attacks should be removed from their position.

PMW also states that the PA must be transparent about the amount of money given to the families of terrorists, to ensure it is the same as given to any other prisoners. There must be a clear move away from the continuous glorification of terrorism.
