The Haifa District Planning and Building Committee, chaired by Ruth Schwartz, approved for deposit an urban renewal plan in the Kiryat Eliezer neighborhood.

The plan, submitted by Rayk Real Estate Company, covers a total area of approximately 24 dunams and is located between Allenby Street and Tzahal Street. Under the plan, 216 old housing units will be evacuated and replaced with 970 new units in seven residential towers ranging from 18 to 34 floors. Of the total housing units, about 291 will be allocated for small apartments with 2–3 rooms, and there will also be an option to include residential units for combined use.

In addition to the housing units, the plan proposes intensive mixed-use development, including approximately 3,400 m² for commercial and employment spaces integrated into the facades facing the main streets. A central aspect of the plan is meeting public needs: the committee ordered an increase in the area for public buildings to 3.6 dunams for the construction of a new elementary school, as well as the allocation of approximately 3,300 m² of public space for kindergartens and facilities for culture, community, and welfare while preserving the existing synagogue building.

Furthermore, the planning emphasized the quality of public space, creating a network of pathways connecting the surrounding streets, and establishing a new neighborhood park. The plan includes the planting of dozens of new trees throughout the area and the preservation of mature trees wherever possible. In addition, a reduced parking standard was set to encourage the use of public transportation.
