The detailed plan by Shikun & Binui Real Estate has been approved and includes residential, commercial, and employment areas, a large public park, and an intercity train station. About a third of the rights are held by the company, with the remainder held by the Israel Land Authority and private owners.

The committees approved the detailed plan "West Kiryat Ata" – one of the largest development plans in the north in recent years. This is a large-scale plan initiated by the Kiryat Ata Municipality and Shikun & Binui Real Estate, which will transform the western part of the city and add approximately 2,950 new housing units to the urban fabric. The plan covers an area of about 590 dunams of agricultural land in the western part of the city, bounded by Bialik Street to the north, Hate’ala Street to the east, Zevulun Street to the south, and the Frostig neighborhood to the west.

According to the plan, a new residential neighborhood will be established with a diverse mix of housing units in buildings ranging from 5 to 18 stories, alongside a wide array of public services. The plan includes the construction of a commercial center of about 9,000 m², as well as additional commercial and employment areas along the main axis, covering approximately 3,500 m².

Public Park and Intercity Train Station

At the heart of the neighborhood, a large urban public park of about 100 dunams is planned, alongside public institutions, a sequence of open spaces, and a design that emphasizes walkability and strong connectivity to the city center. The complex was designed based on principles of sustainable urban planning, with connections to public transportation lines, bicycle paths, and an internal road system that prioritizes pedestrian movement.

In addition, the plan includes a future connection to the intercity train station – "Nofit" – which will significantly improve regional accessibility.
