הA historic government resolution was approved today (Sunday, November 9, 2025) for the city of Beersheba, the southern metropolis of Israel. The decision spans three budget years, from 2025 through 2027, with a total investment of NIS 1.2 billion. The government, through the Prime Minister’s Office and the Finance Ministry, worked in cooperation with the Beersheba Municipality to formulate a transformative plan in strategic areas, focusing on the following:

Urban and Metropolitan Infrastructure Development

  • NIS 200 million for planning a light rail system in Beersheba.

  • Planning and construction of three new interchanges:

    1. For the new Sheba – Peres Negev Medical Center and the new Biotech Campus.

    2. The Negev Brigade Interchange.

    3. An interchange on Route 40 for the Emek Sara Industrial Zone.

  • Connecting satellite communities in the western Beersheba metropolitan area.

  • Planning and executing the expansion and upgrading of the Beersheba–Hatzerim Road.

  • Planning and executing B’nei Tzion Carmel Boulevard to improve and regulate traffic routes near the High-Tech Park and the Communications Campus.

  • Urban renewal and development of old neighborhoods with a budget of about NIS 160 million (including urban renewal projects, community centers, and public institutions).

Economic Development, Growth Engines, and Establishment of Technological Knowledge Centers

  • Establishment of an international laboratory for Artificial Intelligence (AI).

  • Creation of a defense-civilian research and development center in cooperation with the Defense Ministry.

  • Providing benefits and incentives for companies, start-ups, innovation ventures, and defense industries.

  • Expansion of the Emek Sara Industrial Zone.

  • Investment in tourism - grants for the construction of new hotels in Beersheba.

  • Programs for resilience and employment rehabilitation for residents coping with post-traumatic as a result of the war.

Education, Culture, and Sports

  • Planning of the national sports institute “Wingate South” in Beersheba.

  • Establishment of a sports center including swimming pools, gyms, classes, and water facilities.

  • A budget of about NIS 90 million for investment in the education system: establishment of MADA (Science and Technology Center), creation of innovation laboratories in schools, funding for informal education and youth movements, and investment in mathematics, English, science, and the arts.

  • A budget to promote health-related academic tracks at Ben-Gurion University.

  • Funding for cultural, community, and business activities in the Old City.

Immigrant Absorption

Beersheba will become a priority city for immigrant absorption and a destination for new immigrant communities through a funded program to encourage immigration and young settlement from around the world in Beersheba.

If we unite, we can turn Beersheba and the Negev into the new Israeli dream - through a series of complementary decisions and committed actions, including reinstating the tax benefit for Beersheba residents, completing the IDF’s relocation to the south, massive absorption of new immigrants, and comprehensive, determined action on governance, personal security, and the regulation of Bedouin settlement.”
