Florida’s Attorney General sued OpenAI and its CEO, Sam Altman, on Monday for "putting profit over safety," citing that the company used its users' data and safety in order to "boost OpenAI’s market value at unacceptable costs,” NBC News reported.
"The rise of OpenAI is attributable to a web of deceit and the exploitation of users (including Floridians), leveraging their data and safety to boost OpenAI’s market value at unacceptable costs,” said the complaint, according to NBC.
Uthmeier said he “seeks to hold Altman personally liable for the harm he has caused Floridians through his reckless and willful conduct as founder and CEO of OpenAI, including his utter disregard for the risk to human life caused by his firm’s conduct.”
The suit accuses OpenAI of deceptive and unfair trade practices, negligence, violating product liability laws, fraudulent misrepresentation, and causing a public nuisance, claiming that the company's systems cause “great danger of addiction, cognitive decline, suicide, violence, and related harms” to users.
The complaint also cites two cases where ChatGPT was allegedly used to plan mass shootings: last year's mass shooting at Florida State University and the killing of two graduate students at the University of South Florida.
"Last year’s mass shooting at Florida State University was a tragedy, but ChatGPT is not responsible for this terrible crime,” said OpenAI spokesman Drew Pusateri in a statement, after the company was sued by the family of a victim of the shooting.
Teenage terrorist consulted with ChatGPT before attacking border office
A similar case happened in Israel, with the State Prosecution claiming on March 22 that a teenager planned a terror attack against a border officer after consulting with ChatGPT.
The teenager, from Tira, allegedly entered the police station with a 10cm blade on the night of March 5, 2025, in protest of what he perceived as Jewish occupation of Israel and Operation Swords of Iron.
In planning the attack, the teenager is said to have discussed various options and methods with ChatGPT before deciding to execute his plan.
In the hours leading up to the alleged attack attempt, the accused proceeded on foot to a border officer and shouted “Allah Akbar” and similar things of that nature before raising the blade toward him.
The accused has not been charged with attempted injury under aggravated circumstances as an act of terrorism.
